: Rutgers is in the process of executing its Cornerstone Program.
Cornerstone is a multi-year strategic effort to modernize, unify, and simplify the finance, human resources, payroll, student, procurement, and expense management systems and processes. Cornerstone is key to the University's Strategic Plan, a roadmap for excellence in teaching, research, and commitment to community.
The University has made a strategic decision to replace its assemblage of aging administrative and student information systems with a modern, nimble, consistent, and effective supplier-supported cloud-based system. The program began in 2015 with the implementation of Oracle ERP, which launched in the fall of 2016. That was followed by Oracle EPM in 2018, SalesForce CRM, and OracLE Student Financial Planning in 2021. Rutgers also wants a strong and stable plan for renewing its core human resources and payroll infrastructure that is as transparent and clear to the University as possible and puts more of the infrastructure into common systems. This will be one of the largest, most complex, and most comprehensive projects in the University's recent history and is now in progress, with a phase 1 launch set for January 2025. The system will be an integrated, University-wide HCM using Oracle HCM cloud, which supports all human resources and payroll-related functions and staff across the entire University. However, it is understood that Rutgers will need to undergo a significant process reengineering effort to enable many of its existing processes to support a new HCM and that implementing common, efficient, less complex processes is necessary for an HCM implementation to succeed. Rutgers believes that reengineered processes will allow staff to focus on higher value-added work and transform HR and payroll operations to be more strategic and people-centric. This is a pivotal move toward creating a single identity and culture, standardizing practices, and improving collaboration across Rutgers Central Administration, Rutgers University–New Brunswick, Rutgers University–Newark, Rutgers University–Camden, and Rutgers Biomedical and Health Sciences. Concurrent with the HCM initiative, the University is also undertaking business process reviews in all of its student-facing operations in preparation for the implementation of Oracle Student Management Cloud, which is scheduled to begin in mid-2025.
